Title 22 Compliance Specialist

Job Summary:

This position is responsible for all Title 22 (Georgia Eminent Domain Statute) compliance activities, including scheduling and organizing transmission line public information meetings, coordinating parcel transfer from Land Acquisition to Georgia Power’s Legal Department, and testifying as the Title 22 compliance witness in condemnation hearings.  

As the PMO’s workload increases over the next few years, Land Acquisition will host many more statutorily required public information meetings, and for projects crossing multiple counties, at least one meeting must be held in each county.  The position will also be responsible for supervising the work of two Land Record Specialists and supporting the Document & Compliance Team Lead.

The position is located at Georgia Power Company’s corporate office in Atlanta, Georgia or at a local Georgia Power Operating Headquarters (specific location TBD by hiring manager) and is subject to the company’s hybrid work policy. 

Some overnight travel (up to 25%) is required with this position to oversee Public Information Meetings and to participate in Special Master Hearings and/or Location Committee Meetings for projects across the State of Georgia.

Education Requirements:

A high school diploma is required. A Bachelor of Science or Bachelor of Arts degree is highly preferred.

Licenses & Certifications:

Valid Georgia’s driver’s license

Experience Requirements:

3-5 years of Land Acquisition, Real Estate, Legal/Paralegal, Compliance or Power Delivery experience is preferred.

Knowledge, Skills & Abilities:

  • Comprehensive knowledge of laws pertaining to land and the acquisition of land rights, specifically OCGA Title 22
  • Working knowledge of transmission, distribution, substation, and/or generation facilities
  • Comprehensive knowledge of Southern Company computer systems and software, including LIMS 2.0, Primavera, TEAMS, and P6
  • Knowledge of title reports, property ownership records and research, appraisal reports, surveys, parcel maps, and legal documents relating to real estate
  • Ability to effectively communicate with the public and internal leadership
  • Experience with community engagement, stakeholder organization, and/or cross-functional team building. 
  • Excellent organizational and communication (oral and written) skills
  • Excellent time management skills

Major Job Responsibilities:

  • Ensure Land Acquisition compliance with the statutory requirements of OCGA Title 22
  • Plan, organize and lead transmission line public information meetings 
  • Support Stakeholder Engagement with community engagement meetings as needed
  • Serve as key Land Acquisition liaison with in-house and outside legal counsel, including preparing monthly legal updates
  • Assist with condemnation witness preparation sessions and testify in special master hearings as Title 22 witness
  • Provide work direction for two Land Record Specialists responsible for preparing and analyzing title reports 
  • Develop and maintain beneficial relationships both within and outside the Company
  • Effectively communicate with business partners and property owners
  • Develop and present metrics / status of projects to leadership

This position has been identified as a role that will require the use of a Georgia Power fleet vehicle.  The following will be required if you are selected for this position:

  • Must have at least one year of verifiable driving experience (Must hold a valid driver’s license for the class vehicle to be operated. Driving permits are not typically considered a valid driver’s license). 
  • Must have no revocation of driving privileges within the 36 months prior to application, no convictions of major traffic violations (DUI, hit and run, reckless driving, etc.) within the 12 months prior to application, or any pending charges for a major traffic violation at the time of application.
  • Must consent to a continuous monitoring of your Motor Vehicle Record
