The GRU Utilities Attorney provides counsel to the Chief Executive Officer (CEO) and Executive Team of the GRU electric, gas, water, wastewater, telecommunications utilities. The incumbent fosters a culture of compliance and ethical behavior consistent with GRU’s mission, vision, and values and ensures the appropriate legal structure to protect the utilities. The counsel functions as part of the senior leadership team.

EXECUTIVE SUMMARY:

The GRU Utilities Attorney provides counsel to the Chief Executive Officer (CEO) and Executive Team of the GRU electric, gas, water, wastewater, telecommunications utilities. The incumbent fosters a culture of compliance and ethical behavior consistent with GRU’s mission, vision, and values and ensures the appropriate legal structure to protect the utilities. The counsel functions as part of the senior leadership team.

PRIMARY RESPONSIBILITIES:

  • Provides legal counsel and representation to leaders of the electric, gas, water, wastewater, and telecommunications utilities.
  • Conducts legal reviews and provides counsel on matters related to federal, state, and local laws.
  • Assists clients in navigating complex energy market structures and regulatory frameworks and stays updated on industry trends, legislative changes, and case law effecting energy law.
  • Represents GRU before regulatory bodies, boards, and customers.

  • Negotiates and mediates disputes related to utility operations and energy projects.
  • Develop and coordinates the compliance structure that monitors and reports on activities that are measured for legal and regulatory requirements.
  • Handles regulatory compliance, licensing, and permitting issues related to utility operations.
  • Advises on green energy projects, debt financing, and other capital-intensive decisions requiring compliance with federal, state, and local laws.
  • Drafts and review contracts, agreements, and documents related to energy transactions in compliance with state and federal laws.
  • Assists the CEO and key policy owners with developing legal strategies, policies, procedures, and guidelines to manage their departments effectively.
  • Works collaboratively with City Attorneys on ordinances, resolutions, policies, regulations, and procedures that need approval from the City Commission.
  • Conducts legal research and analysis on utility regulations and energy policies.
  • Handles administrative hearings, appeals, and other legal proceedings.

SKILLS AND ABILITIES:

  • Strong, analytical research, and problem-solving skills
  • Knowledge of utility operations and energy markets
  • Excellent written and verbal communication abilities
  • Ability to work independently and as a part of a collaborative team
  • Ability to form positive relationships with external stakeholders
  • Detail-oriented with strong organizational skills
  • Proficiency in legal drafting and contract negotiation
  • Strong understanding of energy market structures and industry practices
  • Knowledge of and compliance with state and federal energy regulations, including FERC regulations
  • Familiarity with utility licensing and permitting processes

EDUCATION AND EXPERIENCE:

  • Juris Doctorate (JD) from an accredited law school
  • Must be a member in good standing of the Florida Bar Association
  • 5+ years practicing utility and energy law
