Overview:
The City of Gainesville is embarking on an exciting journey to enhance our technological capabilities by insourcing IT support and services. We are seeking a visionary and dynamic IT Director to lead this transformative initiative and provide ongoing direction for the future Technology Department. This pivotal role will be instrumental in establishing and recruiting a dedicated technology department, ensuring a seamless transition of technology operations, management, and support across all City departments.

Key Immediate Responsibilities:
• Immediate Transition Planning: Begin immediately to support the transition planning efforts, helping to fully insource the City’s IT support and services.
• Team Building: Recruit, mentor, and lead a team of IT professionals to deliver exceptional service and support.
• Stakeholder Collaboration: Work closely with City departments to understand their needs and provide tailored IT solutions.

Job Description:

SUMMARY

This is managerial and administrative work providing vision and strategic leadership for developing and implementing information technology (IT) initiatives that align with the mission and strategic vision of the City of Gainesville. The Director of Technology directs the planning and implementation of enterprise IT systems in support of City operations in order to improve cost effectiveness, quality and service enhancement.

The Director of Technology serves at the will of the City Manager and may be appointed or removed at-will by the City Manager. Work in this class is distinguished from other classes by its emphasis on technology for the city at a departmental level of responsibilities.

ESSENTIAL JOB FUNCTIONS

Provides technology leadership for the city enterprise, developing common standards, architectures, and business solutions; focused on developing scalable, sustainable solutions that enable departments to deliver City services more efficiently and effectively to constituents.

Oversees the day-to-day operations of the Technology Department, following an IT service management framework (e.g., ITIL®) to help ensure technology-reliant City services are managed and supported efficiently and effectively.

Develops and maintains policies for City Commission and City Manager consideration that protect the security of City data and the privacy of our residents.

Plans, directs, coordinates, and administers all activities and personnel of the Technology Department in accordance with all applicable laws, rules, regulations and directions from the City Manager, or his/her designee.

Creates and maintains a short- and long-range strategic plan that identifies technology infrastructure, approaches, and/or applications, that when coupled with business process improvements, supports City Commission and City Manager goals, improves operational results, and/or expands the planning ability of management.

Provides leadership and guidance to IT staff and other City employees on technology-related matters, including but not limited to the selection and use of information and technology to increase efficiency.

Oversees the compliance, security, and integrity of technology systems used by the city.

Prepares progress and performance reports to inform management of IT project progress and information system performance.

Represents, when called upon, the City Manager’s office during IT-related subcommittee meetings of the City Commission and presents, when requested, during regular meetings of the City Commission.

Prepares, submits, and monitors annual departmental budget.

Provides cost, schedule, and other resource requirements for corporate strategic projects that involve technology.

Oversees the preparation and conduction of information systems and other technology training for City technology users.

Oversees transition of technology responsibilities, including development of a project plan to successfully transfer IT related services, such as hardware, infrastructure and network service needs and delivery.

Recommends selection, promotion, discharge, and other appropriate personnel actions.

Manages and supports IT staff members to build relevant technical skills, as well as clinical awareness, business knowledge, leadership, communication, and customer service skills to assist their growth and development; and enable the success of the technology team.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university with major course work in computer science, management information systems, business, or related field; and ten (10) years of progressively responsible management and supervisory experience in technology, infrastructure, network, and application support, which includes five (5) years in a managerial capacity. Proven experience developing and maintaining effective relationships with customers is key to the success of this position.

A Master’s degree from an accredited college or university with major course work in computer science, management information systems, business, or related field may substitute for one (1) year of the non-supervisory work experience.

Experience in a government environment is preferred, though not required.

Certified in ITIL® Foundations or willing to be trained in ITIL® Foundations is desirable.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of principles, practices, methods and theories of information systems.

Ability to forecast technological trends and the impact of new technologies on municipal government.

Knowledge of laws, ordinances, regulations and statutes which govern information systems functions, particularly in a State of Florida municipality.

Thorough knowledge of principles and practices of effective IT administration, supervision, customer service, and service management.

Administrative knowledge of systems analysis, database design, and data management techniques.

Knowledge of governmental budget procedures.

Ability to plan, assign, delegate and direct work of administrative and supervisory personnel in both functional and technical units of IT.

Ability to promote and foster exceptional customer service within IT and throughout General Government.

Ability to develop and effectively communicate plans for all phases of IT activities for all levels of the organization.

Ability to maintain effective working relationships with employees and customers at all levels.

Ability to follow developments in information processing technology and apply them to the needs of the organization.

Ability to develop long-term plans and programs and to evaluate work accomplishments.

Ability to communicate effectively, both orally and in writing

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
